DP 1 Proposed Public Consultation Program.
This first paper described the consultation program that WM
proposed and was agreed to by the municipality and the Environmental
Assessment Study Group.
DP 2 Proposed Criteria and Indicators for the Assessment of
Alternatives.
This second paper included a description of the criteria used
to compare options for the size and scope of the landfill, control
of leachate, trucking routes and site access, and the final
use of the site when the landfill is closed.
DP 3 Comparative Evaluation of Alternatives.
This paper identified the preferred options reviewed in DP 2.
DP 4 Impact Assessment Process.
This paper launched the impact assessment phase of the EA -
an intensive period of technical studies. The paper described
the study methods that were used to determine any potential
effects that may be caused by the proposed expansion.
DP 5 Baseline Conditions.
Continuing the impact assessment phase, this paper described
the current conditions in the landfill study areas and the future
conditions if the landfill expansion did not occur. The study
areas included: agricultural impacts, air quality, archeological
and heritage, economics, hydrogeology and geotechnical, land
use planning, natural environment, noise, social impact assessment,
transportation, and visual.
DP 6 Facility Characteristics Assumptions.
This paper described the characteristics of the landfill site
if the expansion receives approval, including basic design and
operating elements, and more specific information on the size
and location of the site, haulage routes, capacity, heights
and buffers, and other aspects of the project.
DP 7 Detailed Impact Assessment.
This paper will present the results of the impact assessment
studies, providing answers to questions such as those related
to traffic, noise, dust, water quality and economic benefits.
DP 8 Conceptual Design and Operations Plan.
The eighth paper will summarize the design and operations plan,
building on the facility characteristics outlined in DP 6, and
including more details on mitigation measures from DP 7.
DP 9 Impact Management Plan.
The final paper will describe how Waste Management will respond
to any possible effects that may be caused by the proposed expansion
after mitigation measures have been implemented. The paper will
also describe the commitments that WM will make to our immediate
neighbours, the municipality and the broader community. These
will include such things as property value protection plans,
payments for nuisances, and other forms of compensation, as
well as the maintenance of a Public Liaison Committee and ongoing
environmental monitoring.
